NOTE<br />

To ensure safe and effective ELT operations, units must establish and<br />

maintain a close, working relationship with local law enforcement<br />

entities. Units should meet with local law enforcement entities on a<br />

regular basis to discuss enforcement issues of mutual concern and<br />

identify opportunities to improve coordination and cooperation.<br />

Meetings with other law enforcement officials should be closely coordinated with<br />

the unit’s Operational Commander.<br />

Operations<br />

Units may assist State and local law enforcement agencies, resources<br />

permitting. Specific guidance regarding assistance to State and local law<br />

enforcement agencies is contained in Reference (d).<br />

In a ll cases where other Federal law enforcement agency or DoD<br />

pers onnel are included in a USCG boarding team from a USCG platform,<br />

the:<br />

(01) USCG Boarding Officer shall remain in charge of the boarding<br />

team, and<br />

(02) All non-USCG personnel must agree in advance to follow the<br />

USCG Boarding Officer’s direction and comply with USCG<br />

policy governing the use of force during vessel boarding.<br />

NOTE<br />

DoD personnel are prohibited from direct participation in search, seizure and arrest.<br />

All concerned must be sensitive to the extent of the statutory authority of non-<br />

USCG personnel for participation in at-sea boarding.<br />
