Communications<br />

This section discusses the use and maintenance of various reports made<br />

while underway.<br />

Position and status reports are required for all boats as Reference (ff).<br />

Boats underway shall establish communications contact at least every<br />

thirty (30) minutes. The communication interval between boat and shore<br />

facility/Cutter shall be reduced during periods of increased risk of<br />

mishap (night, bad weather, etc.), or in environmental conditions that<br />

reduce survival time (cold, surf, etc.).<br />

A shore facility/Cutter losing contact with a <strong>Coast</strong> <strong>Guard</strong> boat is<br />

responsible for reestablishing communications with the boat directly or<br />

through another unit. If a boat fails to check in on the primary or<br />

secondary frequency within ten minutes of the communication schedule,<br />

the guarding unit shall initiate the following action. The Command<br />

Cadre of the boat’s parent command shall be notified first, followed by<br />

the Operational Commander (OPCON), then the cognizant District<br />

Command Center. If the boat remains un-located, an immediate Urgent<br />

Marine Information Broadcast (UMIB) shall be released. Following the<br />

UMIB, an immediate precedence message shall be released as follows:<br />

FM (Unit reporting the lost communication)<br />

TO COGARD SECTOR (if not the originator)<br />

COGARD DISTRICT RCC<br />

(all adjacent units, e.g. STA, ANT, etc.)<br />

(Boats parent command)<br />

INFO (Appropriate Area Command Center)<br />

(Adjacent Sectors and Cognizant District Command Center)<br />
