Procedure<br />

The Surfman Management Program recognizes the unique requirements<br />

of the surfman community and provides the necessary management<br />

attention to build and maintain a community of surfmen sufficient to<br />

meet the needs of the <strong>Coast</strong> <strong>Guard</strong>.<br />

<strong>Coast</strong> <strong>Guard</strong> surfmen are the service’s most highly trained boat handlers.<br />

Surfmen are the only Coxswains qualified to operate rescue boats in surf<br />

conditions, which are extremely dynamic, challenging and dangerous.<br />

The <strong>Coast</strong> <strong>Guard</strong> also leverages the knowledge and skills of surfmen to<br />

train boat forces personnel service-wide through the National Motor<br />

Lifeboat School, Command Cadre positions at designated heavy weather<br />

stations, and Standardization Teams. Maintaining enough surfmen to<br />

meet service needs is a perpetual challenge; few Coxswains possess the<br />

skills and desire to complete the long and difficult training process to<br />

become a surfman. The uniqueness and importance of the surfman<br />

program requires it to be managed as a separate and distinct community<br />

within boat forces. A coordinated effort from several headquarters<br />

offices including the Office of Boat Forces Commandant (CG-731),<br />

<strong>Coast</strong> <strong>Guard</strong> Personnel Service Center (CG-PSC-epm), and the Human<br />

Resources Directorate Commandant (CG-1) is necessary to ensure the<br />

<strong>Coast</strong> <strong>Guard</strong> trains and maintains sufficient numbers of qualified<br />

surfmen.<br />

Chief, Office of Boat Forces, is responsible for establishing and<br />

maintaining the Surfman Management Program (SMP).<br />

Chief, Office of Boat Forces, will designate a specific officer on staff as<br />

the SMP Officer. Duties of the SMP Officer will include primary liaison<br />

with all filed and staff offices on management of surfmen, surf stations,<br />

staffing, and policy concerning surfmen monitor status of and liaise with<br />

filed and staff offices to develop and recommend improvements to the<br />

following:<br />

(01) Recruitment of surfmen prospects.<br />

(02) Identification and selection of potential surfmen.<br />

(03) Surfman training and qualification system.<br />

(04) Surfman professional and career development.<br />

(05) Surfman motivation and incentive system.<br />

(06) Primary liaison with the National Motor Lifeboat School<br />

(NMLBS).<br />
