Chapter 1 -- Introduction<br />

B.8. Area<br />

Commanders<br />

Area Commanders of cutters with boats assigned shall:<br />

(01) Ensure units with boats are provided adequate support by the<br />

chain of command.<br />

(02) Coordinate Readiness and Standardization Assessment visit<br />

schedules with each STAN Team using the following guidelines:<br />

a) Only units with a standard boat allowance shall be scheduled for<br />

an assessment visit.<br />

b) Do not schedule Readiness and Standardization Assessment<br />

visits less than 30 days before or after planned yard availability.<br />

c) Whenever possible, schedule assessment visits to every<br />

applicable unit before repeating the visit cycle.<br />

d) Ensure STAN Team report discrepancies and recommendations<br />

are addressed and promptly acted upon.<br />

(03) Monitor unit training and operations at subordinate commands to<br />

ensure boat crew readiness is maintained in accordance with<br />

applicable Commandant and District directives.<br />

(04) Ensure unit Commanders maintain operational readiness by<br />

correctly completing prescribed preventive maintenance.<br />

(05) Act on restrictive discrepancy waiver requests and take action on<br />

discrepancies as outlined in this Manual Part 5, Chapter 4,<br />

Section C, Discrepancy Classifications and Required Actions.<br />

(06) Ensure units comply with standard boat configuration<br />

management requirements.<br />

(07) Provide or arrange for training, logistics, maintenance, and<br />

technical support beyond the capabilities of subordinate units.<br />

(08) Take necessary action to resolve deficiencies noted in STAN<br />

Team reports in accordance with the requirements of this Manual<br />

and other applicable directives.<br />

(09) Hold unit Commanders accountable for unreported discrepancies.<br />

(10) Act as final authority for restrictive casualty boat waivers; this<br />

authority may be delegated in writing, but remains higher than the<br />

unit CO/OIC.<br />
