A full power trial is conducted as soon as the materiel inspection is<br />

completed (provided it is at least 30 min prior to sunset). Full power<br />

trials will not be conducted after sunset. In the event that it cannot be<br />

completed the first day, it will be completed as soon as practical the<br />

following day. During this evolution, the engineering STAN Team<br />

member (accompanied by unit and Sector engineering personnel) will<br />

check the boat’s engines and engine room as discussed in this Manual<br />

Part 5, Chapter 4, Materiel Inspections. Under no circumstances will<br />

drills be performed prior to successful completion of the full power trial.<br />

While the materiel inspection and full power trials are being conducted<br />

onboard the boat, a review of the personal protective equipment program<br />

will be conducted ashore. An assessment of boat and crew personal<br />

protective equipment (PPE) shall be completed before underway<br />

evaluations. The PPE assessment ensures all required equipment is<br />

available and in good working condition, and the unit PMS program<br />

meets the requirements of Reference (f).<br />

Upon the successful completion of the preceding steps, the unit is ready<br />

for the underway boat crew assessment. All certified Boat Coxswains<br />

are expected to conduct at least one set of drills, either day or night. At<br />

least one member of the Command Cadre (CO/OIC or XO/XPO) will be<br />

observed at night. Boat crewmembers may participate in as many drills<br />

as necessary to allow each Coxswain to perform the required drill sets.<br />

In order to standardize the assessment, the opposing force (OPFOR)<br />

vessel will be piloted by a STAN Team member who holds current<br />

Tactical Coxswain (TCOXN) certification.<br />

Upon completion of the visit, out-briefs are offered to the unit Command<br />

Cadre. An all-hands out-brief is strongly encouraged to provide closure<br />

and a final evaluation of the hard work the crew put forth in preparing for<br />

the visit. Operational Commander out-briefs are provided upon request<br />

a nd are normally conducted at the last unit visited. During out-briefing,<br />

STAN Team assessment findings will be reviewed and recommendations<br />

for change or improvement will be made.<br />
