CHAPTER 2<br />

Unit and OPCON Readiness Evaluations<br />

Introduction<br />

Unit and Operational Commanders are responsible for maintaining the<br />

day-to-day readiness of their boats and crews. This is their central, most<br />

important responsibility and will not be effective without their support.<br />

This chapter promulgates policy, standards, and guidelines regarding<br />

required unit and Operational Commander readiness evaluations.<br />

While a dedicated <strong>Coast</strong> <strong>Guard</strong> infrastructure exists to provide resident<br />

training and biannual standardization evaluations, this cannot take the<br />

place of unit and Operational Commanders who are directly committed<br />

to the readiness of their boats and their crews. The goal of the Readiness<br />

and Standardization Program is to develop a multi-layered approach to<br />

fleet readiness; within which, operational and unit Commanders have<br />

clearly defined requirements to evaluate and act upon materiel condition<br />

discrepancies and training deficiencies.<br />

NOTE<br />

Without fully capable boat platforms and fully qualified crews to operate them, the<br />

ability to safely conduct core <strong>Coast</strong> <strong>Guard</strong> missions, such as SAR homeland security<br />

law enforcement, and ATON is greatly degraded.<br />

NOTE<br />

The Operational Commander, CO/OIC may require demonstration of required skills<br />

at any time The Operational Commanders, CO/OIC may rescind certification of<br />

members unable to meet minimum requirements.<br />
