Crew Rest<br />

A management discipline designed to preserve and control the functional<br />

and structural characteristics of a standard boat. Unlike Cutters, standard<br />

boats are resources that do not have permanent crews. These resources<br />

must be as uniform as possible to support operational safety, maximize<br />

crew familiarity, and simplify training, maintenance and support.<br />

A level of certification for Reserve members which prepares them for<br />

mobilization or deployment in the PWCS mission.<br />

A systematic process for balancing organizational (e.g. 24/7 operations,<br />

number of B-0 resources, etc.) and mission (e.g. environmental factors,<br />

time -of-day, etc.) requirements with the physical and mental capabilities<br />

and needs of the crew. CEM uses a systems approach to evaluate the<br />

effects of all factors, and interaction of these factors, to control adverse<br />

effects, like fatigue, of our operations.<br />

Time during which alert crews do not engage in any Station work or<br />

operations. Crews are allowed to recreate and sleep.<br />

Crew Underway Begins when the member reports to the designated place to prepare for a<br />

Time specific boat mission. Computation of such time ends when the mission<br />

is complete. Crew underway time includes time spent accomplishing<br />

pre-mission and post-mission boat checks.<br />

Tasks which are required to be repeated a certain number of times at<br />

regular intervals to maintain currency.<br />

A Cutter is a <strong>Coast</strong> <strong>Guard</strong> ship with an OPFAC, Command Cadre, and<br />

permanently assigned duty standers, unit boat allowance, and equipment.<br />

A Command and Control Unit that controls <strong>Coast</strong> <strong>Guard</strong> Deployable<br />

Specialized Forces.<br />

An E-6 or above billet specified as Training Petty Officer Billet.<br />
