C.2. Restrictive<br />

Discrepancies<br />

NOTE<br />

Restrictive discrepancies are those which restrict the operations of the<br />

boat such that it can perform some activities but not all activities safely.<br />

Boats with restrictive discrepancies shall only be operated if the<br />

Operational Commander has issued a written waiver. A verbal waiver is<br />

authorized, as long as it is followed with a written waiver within 4 hours.<br />

The ultimate authority for Restrictive Discrepancy Waivers resides with<br />

the Operational Commander; this authority may be delegated in writing,<br />

but remains higher than the unit CO/OIC. See Table 2-1 for waiver<br />

authority.<br />

A written waiver may be a letter, memorandum, e-mail, Cutter log entry, or record<br />

message traffic. The written waiver shall: (1) identify the specific discrepancy<br />

which is waived, (2) describe the conditions under which the boat may be operated,<br />

and (3) stipulate concurrence on the measures to be taken to lessen or negate the<br />

hazard posed by the discrepancy. Written waivers shall be maintained as an<br />

annotation to Part 3 of the boat record.<br />

In the event the boat sustains a restrictive discrepancy while underway,<br />

the Coxswain shall immediately notify the parent unit with all pertinent<br />

information and a recommendation as whether to continue or abort the<br />

mission. The parent unit shall pass along the information pertaining to<br />

the casualty, the current mission, and recommendations to the<br />

Operational Commander who shall immediately notify the unit as to<br />

whether or not continuing the mission is authorized, the conditions under<br />

which the boat may be operated, and precautions to be taken to lessen the<br />

hazards posed by the discrepancy.<br />

The boat shall not get underway until the discrepancy is corrected, or a<br />

waiver has been received. Dockside materiel inspections may continue<br />

after discovery of a restrictive discrepancy, but the boat shall not get<br />

underway for full power trial or underway exercises until all restrictive<br />

discrepancies are fully repaired or have been waived in accordance with<br />

Table 2-1.<br />

Restrictive discrepancies shall be reported to the Operational<br />

Commander if the discrepancy cannot be repaired within 1 hour. If the<br />

casualty cannot be repaired within 48 hours, a CASREP shall be sent<br />

within 24 hours of discovery of the casualty in accordance with<br />

Reference (hh). Operational Commanders are responsible for monitoring<br />

the status of repairs to all restrictive discrepancies.<br />
