F.6.a. Post<br />

Disaster Effects<br />

Following the occurrence of a natural disaster, some or all of the<br />

following effects will exist:<br />

(01) Large number of personnel trapped in buildings and debris.<br />

(02) Heavy personnel casualties, both injured and dead.<br />

(03) Need for mass evacuation of non-ambulatory casualties to<br />

hospitals.<br />

(04) Panic and confusion, looting and lawlessness beyond the normal<br />

scope of policing action.<br />

(05)<br />

Extensive damage to structures, considerable debris in disaster<br />

areas, which restrict normal operations.<br />

(06)<br />

Loss of electric power and lighting, communications, water<br />

supply, and sewage systems.<br />

(07) Substantial disruption of land transportation routes caused by<br />

damage and blockage to them.<br />

(08) Extensive damage to wharves, docks, aids to navigation, and<br />

ships alongside piers.<br />

F.6.b. Continuity<br />

of Operations<br />

The CO/OIC shall first assess damage to their unit and personnel. Should<br />

the disaster be of catastrophic magnitude, the CO/OIC shall attempt to<br />

recall all necessary personnel. It is possible that communications may be<br />

down and road accesses may be cut off.<br />

Personnel may be injured or may be involved in rescue efforts of family<br />

members. For these reasons, it may not be possible for them to report to<br />

their units. Therefore, the only personnel who may initially be available<br />

will be those who are currently on duty.<br />

Preparedness<br />

In the event of an impending natural disaster or immediately after the<br />

occurrence of a natural disaster, <strong>Coast</strong> <strong>Guard</strong> members and dependents<br />

are strongly encouraged to remain in their own residence. Members<br />

residing on the economy should consult with their landlord or building<br />

manager to verify the structural safety of their dwelling. If evacuation is<br />

necessary, report to the nearest designated public shelter.<br />
