Chapter 9 – Aids to Navigation Units<br />

F.3. OOD<br />

Position<br />

Most Aids To Navigation Teams will not require the use of an OOD<br />

however, need shall operate within the following guidelines. The<br />

OOD is a designated watch position. The OOD provides operations<br />

planning or execution oversight for missions of the Aids to<br />

Navigation Team OIC.<br />

(01) An OOD is not normally required for low operational tempo<br />

Aids to Navigation Teams. Aids to Navigation Teams with<br />

seasonal variation in operational temp should not maintain an<br />

OOD watch position during activity periods.<br />

(02) Aids to Navigation Teams with two or more response<br />

missions after normal working hours on two or more days a<br />

week may require an OOD.<br />

F.4. OOD<br />

Responsibilities<br />

The OOD shall be responsible for Aids to Navigation Team<br />

operations, administrative requirements associated with Aids to<br />

Navigation Team operations, and the physical security of the unit as<br />

the designated representative of the OIC. The OOD, with the<br />

authority as delegated by the Aids to Navigation Team OIC, shall:<br />

(01) Interact with the media and local community after normal<br />

working hours.<br />

(02) Plan and manage the execution of Aids to Navigation Team<br />

operations.<br />

(03) Direct the duty section’s daily routine:<br />

a) Facility emergency plans (e.g. fire, bomb threats).<br />

b) Aids to Navigation Team security.<br />

c) Housekeeping and routine maintenance.<br />

d) Operations related administration (e.g. messages and<br />

reports).<br />

Specific duties of the OOD shall be defined in Aids to Navigation<br />

Team instructions. The authorities delegated to the OOD shall be<br />

designated in writing.<br />

F.5. Discrepancy<br />

Response Crew<br />

Crew<br />

The Discrepancy Response Crew shall maintain a adequate level<br />

for correction of discrepancies in accordance with the Discrepancy<br />

Response Factor Decision Guide (DRF).<br />
