B.1.a. Response<br />

Mission<br />

Requirements<br />

This section discusses mission response requirements and gives guidance on<br />

self-imposed requirements to be avoided.<br />

District Commanders establish Aids to Navigation Team mission<br />

requirements. Mission requirements are District-wide requirements with<br />

regional variations, as required, to meet the demands for <strong>Coast</strong> <strong>Guard</strong><br />

services. The workload associated with District-mandated mission<br />

requirements will vary based on the Aids to Navigation Team’s Area of<br />

Responsibility (AOR), boating activity in the AOR, and the proximity and<br />

availability of other <strong>Coast</strong> <strong>Guard</strong> assets to meet mission requirements.<br />

Aids to Navigation Teams shall maintain the appropriate alert status for all<br />

<strong>Coast</strong> <strong>Guard</strong> missions requiring a response of 24 hours or less.<br />

(01) Bravo-Zero (B-0) alert is required for missions requiring <strong>Coast</strong><br />

<strong>Guard</strong> response within 30 minutes of notification, or less.<br />

(02) Additional personnel shall be placed in the appropriate alert status<br />

when the projected response mission requirements exceed the<br />

capability of the primary response crew(s).<br />

Aids to Navigation Team watch composition (e.g. duty crew) should be<br />

limited to the minimum required to support response mission requirements.<br />

The Discrepancy Response Crew shall maintain a adequate level for<br />

correction of discrepancies in accordance with the Discrepancy Response<br />

Factor Decision Guide (DRF), should be limited to the minimum required<br />

for appropriate <strong>Coast</strong> <strong>Guard</strong> response.<br />

B.1.b. Non-<br />

Response Mission<br />

Requirements<br />

Aids to Navigation Teams must carefully manage workload/fatigue risks<br />

associated with non-response operational requirements.<br />

(01) Non-duty crews shall be used to the degree necessary to protect the<br />

integrity of the duty crew’s response capability.<br />

(02) Aids to Navigation Teams should limit personnel to a maximum of 8<br />

hours work/duty for every 24-hour period of non-response missions.<br />

B.2. Mission<br />

Limitations<br />

All Aids to Navigation Teams are resource-constrained, designed to meet<br />

specific threats and mission requirements. The unit OIC shall maintain<br />

open communication with District Commanders, Sector Commanders to<br />

structure tasking and support accordingly.<br />
