A.3.a. Risk<br />

Management<br />

Handheld GPS receivers shall be used on all deployments to provide<br />

reliable positioning information. All crewmembers shall be outfitted with a<br />

boat crew survival vest at all times.<br />

Factors such as wind burn, frost bite, and exposure will significantly reduce<br />

the responder’s functional readiness and capability to safely respond. Poor<br />

ice conditions and extreme negative temperatures are just a few of the<br />

additional factors that must be accounted for within the elements of the<br />

ORM model. The ice rescue team leader, rescuers, and command must<br />

exercise sound judgment on a case by case basis and make appropriate<br />

recommendations to OPCON.<br />

At NO TIME will ice rescue operations be conducted when the<br />

combination of air temperature and wind velocity exceeds a wind chill<br />

factor of -54 degrees Fahrenheit (F) without first obtaining approval from<br />

OPCON.<br />

At NO TIME shall a Government Vehicle be driven on the ice.<br />

WARNING<br />

Each member of the ice rescue team must wear one (1) each of the<br />

following personal protective clothing and equipment in accordance with<br />

Reference (f) when conducting ice rescue or training:<br />

Cotton undergarments are not authorized.<br />

(01) MSD900/901 Breathable Marine Survival System<br />

(02) Polypropylene underwear<br />

(03) Polypropylene socks – Layer I<br />

(04) Wool socks/Bootie - Layer II<br />

(05) Neoprene Hood<br />

(06) Goggles (clear /tinted lenses) (Note 1)<br />

(07) Kayaker type helmet<br />

(08) Boat crew survival vest with contents<br />

(09) Type III Personal Flotation Devices (PFD) to be worn over the MSD<br />

900/901<br />
