This section provides guidance on how to run an effective boat crew<br />

training program that ensures unit personnel can perform assigned<br />

missions.<br />

C.1. Unit<br />

Commanders<br />

Unit CO/ OICs shall:<br />

(01) Become thoroughly familiar with the contents of and ensure<br />

personnel are following all applicable references listed in this<br />

Manual Part 4, Chapter 2.<br />

(02) Monitor the unit training program.<br />

(03) Maintain file of Crew Proficiency Reports (electronic<br />

documentation is sufficient).<br />

(04) When situations exist that preclude a member from completing<br />

qualification tasks, issue deferred task(s) as follows:<br />

a) Temporary deferments are appropriate when training<br />

resources (or other limitations, e.g. heavy weather) are not<br />

available (or not economically feasible) within the<br />

qualification time frames required to maintain unit mission<br />

capability. Deferments lasting more than 60 days require<br />

command level documentation of actions which provide next<br />

level in the chain of command visibility of resource issues. If<br />

tasks are temporarily deferred then interim certifications are<br />

normally used.<br />

b) Permanent. Obtain waiver from Commandant (CG-731) via<br />

Operational Commander, then outline in the unit<br />

SORM/CORM those tasks of U.S. <strong>Coast</strong> <strong>Guard</strong> Boat<br />

Operations and Training (BOAT) Manual VOL II,<br />

COMDTINST M161134.3 (series) which cannot be<br />

completed at unit. If tasks are permanently deferred then<br />

normal certifications are used. Upon personnel transfer,<br />

previously deferred tasks must be reconsidered for<br />

completion based on new unit capabilities.<br />
