Chapter 1 – Training and Qualification<br />

C.7. Checklists<br />

QEB checklists shall be prepared and administered to assess the required<br />

knowledge and skill identified in qualification guides, personnel<br />

qualification standards, and all applicable directives.<br />

(01) Checklists shall be used for all practical evaluations.<br />

(02) Completed checklists shall be reviewed and signed by the trainee<br />

and evaluator at the conclusion of the practical evaluation.<br />

(03) Boat type specific tasks should be specifically identified on boat<br />

crew evaluation checklists.<br />

(04) The use of checklists developed by standardization teams should<br />

be used when applicable.<br />

C.8. Evaluators<br />

CO/OIC designated evaluators shall complete QEB checklists.<br />

practical evaluations, evaluators shall be:<br />

(01) The most qualified and experienced members available.<br />

For<br />

(02) Thoroughly familiar with the references and the QEB checklists<br />

for the desired designation.<br />

(03) Designated in writing by the unit CO/OIC.<br />

(04) Currently certified.<br />

The tra inee’s trainer/mentor should be excluded from the evaluation<br />

process.<br />

Indoctrination Program<br />

C.9. Purpose<br />

C.10. Structure<br />

Each unit shall develop and implement an Indoctrination Program. The<br />

purpose of the Indoctrination Program shall be to familiarize each new<br />

member with the basic administration, organization, and standard<br />

operating procedures of the unit.<br />

The program shall be structured (via a “unit check in sheet”) so that it<br />

can normally be completed within two weeks of the member reporting<br />

aboard. Specific attention shall be given to including critical safetyrelated<br />

issues and programs. A Certain PQS and JQR, or portions of a<br />

PQS or JQR, may be required as part of the Indoctrination Program.<br />
