B.1. CG-731<br />

Responsibilities<br />

Commandant (CG-132) and the Office of Boat Forces (CG-731) will<br />

coordinate the publishing of approved requirements in this Manual. This<br />

policy does not limit Area and District Commanders from specifying<br />

additional training requirements. However, District Commanders are<br />

encouraged to establish a central approval authority to ensure a<br />

coordinated view of all training mandated on their units is maintained.<br />

They are also encouraged to provide a single instruction that specifies all<br />

training required by the Area or District. The Office of Training,<br />

Workforce Performance & Development Commandant (CG-132) is the<br />

approval authority for all headquarters mandated resident training and<br />

general military training requirements.<br />

Chief, Office of Boat Forces Commandant (CG-731), as program<br />

manager for boats, shall:<br />

(01) Promulgate and maintain this Manual and Reference (cc).<br />

(02) Collate resident training and general military training<br />

requirements based upon input from Course Managers.<br />

(03) Develop and maintain standards for boat training exercises.<br />

(04) Establish duty stander qualification requirements.<br />

(05) Establish requirements and doctrine for implementation of the<br />

unit training program.<br />

(06) Monitor <strong>Coast</strong> <strong>Guard</strong> boat operations to determine future training<br />

needs, and adjust the system accordingly.<br />

(07) Maintain liaison with the Training Quota Management Center,<br />

other U.S. Government training commands and training sources,<br />

as appropriate and authorized by Commandant (CG-132), in order<br />

to maintain an integrated quota management system. This system<br />

should allow for improved quota management including:<br />

a) The acquisition of non-<strong>Coast</strong> <strong>Guard</strong> quotas necessary to meet<br />

program needs.<br />

b) An equitable allocation process given program priorities.<br />

c) Out-year quota projections.<br />

(08) Provide system documentation for the boat crew training program<br />

by:<br />
