91 El fortalecimiento <strong>de</strong> los ejercicios <strong>de</strong> p<strong>la</strong>nificación es un asunto c<strong>la</strong>ve <strong>para</strong> asegurar <strong>la</strong> coordinación entre áreas <strong>de</strong> gobierno que, como se mencionó anteriormente, es una <strong>de</strong> <strong>la</strong>s barreras que se interponen a <strong>la</strong> efectividad <strong>de</strong> políticas que contribuyen a <strong>la</strong> <strong>sostenibilidad</strong>, tal como <strong>la</strong>s <strong>de</strong> eficiencia energética (véase también <strong>el</strong> capítulo II). Asimismo, toda actividad socioeconómica tiene una expresión territorial. El or<strong>de</strong>namiento <strong><strong>de</strong>l</strong> territorio es una disciplina científica, técnica, administrativa y <strong>de</strong> acción política concebida como práctica interdisciplinaria y global, cuyo objetivo es lograr <strong>el</strong> <strong><strong>de</strong>sarrollo</strong> equilibrado <strong>de</strong> <strong>la</strong>s regiones y <strong>la</strong> correcta organización <strong><strong>de</strong>l</strong> espacio. Se hace necesario instar a los gobernantes a <strong>de</strong>sarrol<strong>la</strong>r procesos <strong>de</strong> or<strong>de</strong>namiento territorial (nacional, subnacional, regional y local) que proyecte en <strong>el</strong> espacio <strong>la</strong>s políticas sociales, económicas y ambientales integradas <strong><strong>de</strong>l</strong> <strong><strong>de</strong>sarrollo</strong> sostenible y distribuya <strong>la</strong>s activida<strong>de</strong>s humanas acor<strong>de</strong>s con <strong>la</strong>s potencialida<strong>de</strong>s y limitaciones <strong><strong>de</strong>l</strong> territorio, previniendo y mitigando los riesgos que entraña <strong>para</strong> <strong>la</strong> seguridad humana. (UNCRD, <strong>20</strong>11b). Quedan otros <strong>de</strong>safíos, como los <strong>de</strong> asegurar <strong>la</strong> ampliación e implementación <strong>de</strong> los mecanismos <strong>de</strong> p<strong>la</strong>nificación y <strong>la</strong> asignación <strong>de</strong> recursos a<strong>de</strong>cuados a sus distintos componentes. Es en este marco en que tiene que enten<strong>de</strong>rse <strong>el</strong> fortalecimiento <strong><strong>de</strong>l</strong> pi<strong>la</strong>r ambiental, objeto <strong><strong>de</strong>l</strong> capítulo siguiente.
