14.3 Change of conformance to technical standards

14.3.1 15/CMP.1 Annex II.E Paragraph 32.(d)
New transaction types were introduced with the amendment to the EU Registry Regulation in
the EU Emission Trading System (EU ETS) in 2008. These new transaction types are 10-61
(Conversion of surrendered allowances for retirement from 2008 to 2012 onwards) and 10-62
(Conversion of unallocated allowances for retirement from 2008 to 2012 onwards). In
addition the Account Management Web Service was changed into a generic web service. For
this the DES (Data Exchange Standards for Registry Systems under the Kyoto Protocol),
Annex M (EU-ETS Supplementary Scheme Web Service Documentation) was also changed.
Germany passed the confirmation test on 29 September 2009. This test was run with the EU
Commission. The test result was accepted by the UNFCCC. The new generic web service
was introduced to implement an automated NAP Change functionality, a fee management,
and to classify personal information as confidential.
14.4 Change of discrepancies procedures
14.4.1 15/CMP.1 Annex II.E Paragraph 32.(e)
For the time being there was no need to develop additional procedures or measures to
minimize the risks described in 15/CMP.1 Annex II.E Paragraph 32. (e). Under (f) we
describe an additional role of the technical administrator that was implemented in 2009. This
measure is not a consequence of an incident but an additional measure to minimize risks.
14.5 Change of Security
14.5.1 15/CMP.1 Annex II.E Paragraph 32.(f)
By the following various measures the security of the software was increased.
14.5.1.1 User information at a successful login
In case of a successful login the users can select that they are informed about this event via
an email straight away.
14.5.1.2 User information at login behaviour
All users are informed about their last successful login, the last unsuccessful login, and the
number of all successful logins.
14.5.1.3 User information at transaction status
If there is a new transaction or a change to the status of a transaction, users can select if
they are informed about this.
14.5.1.4 Additional authorised representative
Account holders are able to choose an additional authorised representative in order to
approve induced transactions by the 1 st or 2 nd authorised representative. This implemented a
four eyes principle which reduced the possibility of transactions in error to a minimum.
