constraints and potential concerns of key Project stakeholders. To gain this<br />

perspective, the study recognizes the following theoretical assumptions:<br />

• Past social conflicts over resource acquisition and use are likely to be a<br />

relevant predictor of potential new conflicts, as greater competition for<br />

natural resources evolves; and<br />

• There is another, ongoing, power plant project under development in the<br />

area which has had a considerable impact on local communities. This is<br />

likely to have influenced perceptions and reactions to the proposed Project<br />

among stakeholders.<br />

These assumptions have been considered in the socio-economic assessment.<br />

They were factored into the determination of the methodology and the<br />

identification of the issues that needed to be given particular focus and<br />

attention.<br />

5.2.3 Structure of the Socio-Economic Baseline Chapter<br />

The Socio-Economic Baseline chapter is structured as follows:<br />

• Overview of key socio-economic indicators;<br />

• Demographic profile;<br />

• Administrative and socio-cultural institutions;<br />

• Economics, livelihoods and employment;<br />

• Use of natural resources;<br />

• Infrastructure;<br />

• Cultural sites and cultural heritage; and<br />

• Health profile.<br />

5.2.4 Overview of Key Socio-Economic Indicators<br />

Table 5.2 summarises key socio-economic indicators at the national level to<br />

provide context to the social baseline for the proposed Project.<br />
