during the operation phase so that capacity is there to provide ongoing<br />

support as needed following Project closure.<br />

Strict implementation of these mitigation measures will reduce the<br />

significance of the potential residual negative impacts to health to<br />

insignificant - minor.<br />

8.14 WORKPLACE HEALTH AND SAFETY<br />

8.14.1 Construction<br />

Given that the negative impacts on workplace health and safety, including the<br />

potential for accidents in the workplace, and contracting infectious diseases, is<br />

proposed to be of high significance, several mitigation measures have been<br />

identified below.<br />

• Registration with the nearby health care facilities including the Primary<br />

Health Care Facility (PHC) in Orior-Osemwende community, the central<br />

hospital south of Benin City, and the University of Benin teaching hospital<br />

located north of Benin City. Registration with local health care facilities<br />

will ensure that any accidents that occur in the workplace will be<br />

addressed immediately.<br />

• Encourage the construction workforce to undergo testing (<strong>Azura</strong> <strong>Power</strong><br />

and contractors) for sexually transmitted infections (STIs).<br />

• Health awareness programme incorporating an HIV/AIDS awareness and<br />

prevention program which will include voluntary testing, the provision of<br />

condoms, and education of the workforce.<br />

• Worker induction will include detailed H&S training, including awareness<br />

raising regarding disease vectors, for all staff and daily H&S toolbox talks<br />

will be conducted daily with the entire workforce prior to commencement<br />

of construction activities.<br />

• Specific H&S training programmes should be provided for workers<br />

assigned to tasks associated with particular H&S risks ie working at<br />

heights, hot work, drivers, machine operators, those working in areas with<br />

elevated dust and noise levels. First aid training for key staff will also be<br />

provided, and include issuing of first aid certificates.<br />

• First aid kits and defibrillators will be made readily available at several<br />

locations at the plant.<br />

• Warning signs in place, including those for the electrical and mechanical<br />

equipment safety warning, and chemical hazard warning.<br />
