10 ENVIRONMENTAL AND SOCIAL MANAGEMENT PLAN (ESMP)<br />

10.1 INTRODUCTION<br />

This chapter provides the ESMP for the <strong>Azura</strong>-<strong>Edo</strong> IPP. Elements of this plan<br />

will be taken forward and incorporated into a comprehensive project<br />

<strong>Environmental</strong> and Social Management System (ESMS) that will be used to<br />

deliver the Project’s EHS regulatory compliance objectives and other related<br />

commitments.<br />

This ESMP is a delivery mechanism for environmental and social mitigation<br />

measures made in the EIA Report. The purpose of the ESMP is to ensure that<br />

these recommendations are translated into practical management actions<br />

which can be adequately resourced and integrated into the Project phases.<br />

The ESMP is, therefore, an environmental management tool used to ensure<br />

that undue or reasonably avoidable adverse impacts of construction, operation<br />

and decommissioning are prevented and that the positive benefits of the<br />

Projects are enhanced (Lochner, 2005).<br />

10.1.1 Overview and Scope<br />

The ESMP has been developed to meet international standards on<br />

environmental and social management performance, specifically those set out<br />

by the WB and <strong>IFC</strong>. This ESMP will be incorporated into <strong>Azura</strong> <strong>Power</strong>’s<br />

<strong>Environmental</strong> Management System (EMS), which <strong>Azura</strong> <strong>Power</strong> will develop<br />

before the Project becomes operational.<br />

The ESMP is intended to cover those activities described in Chapter 3 of this<br />

EIA report. It covers project activities during construction, operation and<br />

decommissioning and will be subject to thorough reviews prior to the<br />

commencement of activities to ensure completeness. The ESMP does not<br />

include measures for activities related to equipment and facility fabrication<br />

being done offsite. It should be noted that this provides the outline<br />

requirements for environmental management. Provision will be made for<br />

updating the outline ESMP once the detailed project design is complete and<br />

for adapting the ESMP to relevant project stages as part of the overall ESMS.<br />

The plan details the mitigation and enhancement measures <strong>Azura</strong> <strong>Power</strong> has<br />

committed to implement through the life of the Project and includes desired<br />

outcomes; performance indicators; targets or acceptance criteria; and timing<br />

for actions and responsibilities. <strong>Azura</strong> <strong>Power</strong> will have principal<br />

responsibility for all measures outlined in the ESMP, but may delegate<br />

responsibility to its contractors, where appropriate. In cases where other<br />

individuals or organisations have responsibility for mitigation measures, this<br />

is clearly indicated within the ESMP table.<br />
