For socio-economic impacts, the degree of sensitivity of a receptor is defined<br />

as ‘a stakeholder’s (or groups of stakeholders’) resilience or capacity to cope with<br />

sudden changes or economic shocks’. The sensitivity of a resource is based on its<br />

quality and value/importance, for example, by its local, regional, national or<br />

international designation, its importance to the local or wider community, or<br />

its economic value (Table 7.3).<br />

Stakeholders may be more sensitive for a variety of reasons and for the<br />

purpose of this scheme the following factors have been considered:<br />

• age, gender, race or religion;<br />

• land rights and ownership patterns;<br />

• income/employment/unemployment;<br />

• livelihood (current and extent of livelihood alternatives);<br />

• services, e.g. health, amenities (quality and access);<br />

• access to, and use of, natural resources including water;<br />

• food security and reliance on subsistence farming;<br />

• education/skills;<br />

• health or disability;<br />

• support networks; and<br />

• exclusion or marginalisation (e.g. degree of access to resources, services<br />

and formalised rights).<br />

The groups which have been identified as being potentially sensitive in <strong>Edo</strong><br />

State, Nigeria drawing on the above criteria include unemployed youth,<br />

female headed households and the elderly. In addition to these groups, those<br />

who will be affected by involuntary resettlement as a consequence of the<br />

Project will also experience a higher level of impacts.<br />
