8.12.2 Operational<br />

The mitigation measures identified during construction shall be carried over<br />

and monitored through the operation phase. Any negative impacts identified<br />

during the operation phase shall be mitigated through the following<br />

measures, in addition to those outlined above:<br />

• Any Project use of local infrastructure (such as roads or river water) shall<br />

involve investments to upgrade services; and<br />

• Carry out regular monitoring of water quality in the local communities to<br />

identify incidences of contamination and respond appropriately.<br />

Taking the mitigation measures above into account, the residual impact of the<br />

increased electricity generation will remain major positive. The impact is<br />

positive due to the benefits of improved electricity supply, but it remains<br />

moderate due to the fact that the impacts are largely cumulative at the<br />

national and regional level, compared to the local level.<br />

8.12.3 Decommissioning<br />

Mitigation of impacts of minor significance is not mandatory; however,<br />

implementation of recommended mitigation measures for impacts to<br />

demographics and employment and the economy will effectively mitigate<br />

negative impacts to infrastructure, by reducing population decline and<br />

reduction in economic activity.<br />

Assuming that mitigation measures associated with impacts to demographic<br />

profile and employment and economics are effectively implemented, and<br />

assuming that closure of the <strong>Azura</strong> power plant will be tied to increased<br />

electricity generation through a different source, residual impacts to<br />

infrastructure from Project decommissioning are considered to be<br />

insignificant.<br />

8.13 HEALTH PROFILE<br />

8.13.1 Construction<br />

The high significance of the risk rating for health impacts (including, in some<br />

cases, the possibility of fatalities) is associated with Project activities in the<br />

local context. With this in mind, the following mitigation measures to be<br />

implemented prior to, and during, the construction phase are strongly<br />

recommended:<br />

• Develop and implement a Local Employment Strategy to maximize local<br />

employment during the construction phase;<br />
