project and its potential impacts (1) . The objective of stakeholder identification<br />

is therefore to establish which organisations and individuals may be directly<br />

or indirectly affected (positively and negatively) by, or have an interest in, the<br />

project. Stakeholder identification is an ongoing process, requiring regular<br />

review and updating of the stakeholder database as the Project proceeds. The<br />

sections that follow provide an overview of stakeholder groups that have been<br />

identified to date as well as an indication of their interest in the Project.<br />

6.3.1 Government Authorities<br />

Regulatory Agencies<br />

National and regional Government individuals are important stakeholders<br />

within the Project’s engagement process, both as sources of information, and<br />

as those issuing the necessary permits for the Project. It is therefore important<br />

to engage with all appropriate regulators from an early stage and to maintain<br />

relationships with these agencies throughout the Project lifecycle. The<br />

following regulatory authorities were identified during the Scoping Phase of<br />

the EIA:<br />

• FMEnv, Abuja;<br />

• The Federal Ministry of <strong>Power</strong>, Abuja;<br />

• Nigerian Electricity Regulatory Commission (NERC), Abuja;<br />

• The <strong>Edo</strong> State Ministry of Environment and Public Utilities (MEPU), Benin<br />

City; and<br />

• The Department of Petroleum Resources (DPR) offices in Benin City, <strong>Edo</strong><br />

State.<br />

Other Local, State and National Government Agencies<br />

The Project falls within the Unhumnwonde LGA Council, located within the<br />

<strong>Edo</strong> State Government. <strong>Azura</strong> <strong>Power</strong> engaged with the relevant council<br />

departments of the LGA and asked them to consider Project activities in the<br />

wider planning for the LGA. In addition, the following ministries within <strong>Edo</strong><br />

State and national Government will be engaged through the Project lifecycle<br />

to ensure that they are kept informed and are given an opportunity to provide<br />

input in their respective planning areas:<br />

• The <strong>Edo</strong> State Governor’s, Benin City;<br />

• Ministry of Environment and Public Utilities, Benin City;<br />

• Ministry of Lands, Surveys and Housing, Benin City; and<br />

• Ministry of Energy and Water Resources, Benin City.<br />
