7.4 NOISE<br />

7.4.1 <strong>Impact</strong> Assessment Methodology<br />

Nigeria Interim Guidelines and Standards for Noise<br />

The Federal <strong>Environmental</strong> Protection Agency Decree 1988 Interim Guidelines<br />

and Standards for Industrial Effluent, Gaseous Emissions and Noise Limitation<br />

(Government Notice 1991) provides guidelines and standards to ensure<br />

industrial activities are compatible with a clean and safe environment in<br />

Nigeria. Chapter 4 of the Guidelines present noise exposure limits for Nigeria.<br />

These limits relate to occupational noise exposure and set out limits protect<br />

workers from noise induced hearing loss. The limits for daily noise exposure<br />

for workers should not exceed an equivalent noise level of 90 dB over an 8-<br />

hour working period. This standard is, however, applicable for occupational<br />

noise exposure only, and is not suitable as criteria for assessing the<br />

significance of environmental noise impacts to receptors outside the project<br />
