were classed as vulnerable by virtue of their economic vulnerability and their<br />

lack of opportunity to participate in decision making systems within the local<br />

cultural context.<br />

Women and migrant farmers are considered to be more vulnerable to Project<br />

related impacts, particularly if the land on which their livelihoods are<br />

dependent is taken and not compensated for adequately.<br />

It should be noted that female-headed households might be underreported, as<br />

it is culturally held that a man is the head of the household even if that man is<br />

not a permanent resident or is a male member of the extended household. As<br />

such, it may be difficult to effectively identify which households fall within<br />

this category.<br />

Official statistics indicate that 60,400 people (approximately two percent of the<br />

population) have recorded disabilities within <strong>Edo</strong> State. Of this total, 41<br />

percent have a visual disability, 14 percent have restricted mobility, 12 percent<br />

a hearing disability, 12 percent a speaking disability, and nine percent a<br />

mental disability. These figures reflect the trends at the national level (1) . It is<br />

assumed that the statistics for disability within the Project area approximately<br />

mirror these percentages.<br />

5.3.5 Community Profiles<br />

Figure 5.4 shows a community map of the Project area and the approximate<br />

location of the three communities in relation to the proposed Project and the<br />

neighbouring NIPP power plant.<br />
