• Personal Protective Equipment (PPE) will be worn at all times during<br />

construction, where required. This will depend on the type of work being<br />

conducted but will include hard hats, safety boots, hearing protection, eye<br />

protection, ventilators and visibility clothes, where appropriate.<br />

• Contractors will be required (through contractural requirements) to abide<br />

by <strong>Azura</strong> <strong>Power</strong>’s H&S requirements.<br />

• <strong>Azura</strong> <strong>Power</strong> should liaise with the <strong>Edo</strong> State Government’s Ministry of<br />

Employment, Labour and Productivity to report any health and safety<br />

incidents as a legal requirement. <strong>Azura</strong> <strong>Power</strong> should work with the State<br />

Government for support with security for the site.<br />

• <strong>Azura</strong> <strong>Power</strong> should conduct a Risk Assessment for the laying of the<br />

pipeline and operation of the power plant to understand the explosion<br />

risks and contours. The results of the Risk Assessment along with<br />

monitoring measures will be incorporated into an updated EMP.<br />

8.14.2 Operation<br />

• Site clearance and construction techniques should be planned to minimise<br />

the amount of standing water on site, to reduce potential breeding grounds<br />

for disease vectors. A spray programme to control disease vectors shall be<br />

implemented if necessary.<br />

During the construction period, the Health, Safety and <strong>Environmental</strong> (HSE)<br />

officer of the selected construction company will be responsible for the health<br />

and safety aspects of the construction activities. It is not envisaged that <strong>Azura</strong><br />

<strong>Power</strong> will have an ambulance on site due to the vicinity of hospitals in Benin<br />

City with the appropriate facilities.<br />

Strict implementation and ongoing monitoring of the effectiveness of the<br />

mitigation measures for any H&S related impacts outlined above will reduce<br />

the likelihood to unlikely, the impact magnitude to moderate and the<br />

sensitivity of the receptors to low. With mitigation, the residual impact on<br />

workplace H&S during construction will therefore be reduced to minor.<br />

Recommended mitigation measures for operation impacts to workplace health<br />

and safety are similar to the mitigation measures recommendations for<br />

construction. Focus should be paid to maintaining the standards and<br />

procedures implemented during construction. The mitigation measures<br />

outlined above will be similar but may be amended to reflect the nature of<br />

activities during operation.<br />

• Worker induction will include detailed H&S training, including awareness<br />

raising regarding disease vectors, for all staff and weekly H&S toolbox<br />

talks will be conducted daily with the entire workforce prior to provide an<br />
