The Project identified the Nigerian Conservation Foundation (NCF) as a key<br />

stakeholder. The main mechanism for engagement with NCF and any other<br />

relevant NGOs will be through face-to-face meetings at key stages of project<br />

development (eg during the EIA and at the onset of construction).<br />

6.4 STAKEHOLDER ENGAGEMENT<br />

This section provides an overview of the stages of stakeholder engagement in<br />

the Project. The stakeholder engagement and disclosure process has been<br />

divided into four stages, each having different objectives for engagement. The<br />

key elements of each stage of the stakeholder engagement process have been<br />

outlined in the sections that follow.<br />

6.4.1 Stage 1: Scoping<br />

Stage 1 sets out the process of engagement throughout the lifecycle of the<br />

Project and involves:<br />

• stakeholder identification and mapping; and<br />

• initial engagement with Government authorities to inform them of the<br />

Project.<br />

The aim of this stage is to identify issues which would inform the focus of the<br />

stakeholder engagement within the EIA Study. This stage of stakeholder<br />

engagement was completed in October 2010.<br />

6.4.2 Stage 2: EIA Study<br />

The primary objective of Stage 2, EIA Study, is to inform local stakeholders of<br />

the preliminary Project design, to understand their key concerns and<br />

expectations and for the results of consultation to be incorporated into the<br />

impact assessment and development of mitigation measures for the Project. In<br />

order to achieve this, further engagement was undertaken with the<br />

stakeholders consulted during the Scoping Phase, as well as with additional<br />

stakeholder groups. Stakeholder Engagement during this phase included the<br />

following activities:<br />

• A series of meetings with Government departments including:<br />

• <strong>Edo</strong> State Ministry of Lands, Surveys and Housing (Figure 6.4 and<br />

Figure 6.5);<br />

• MEPU (Figure 6.6);<br />

• <strong>Edo</strong> State Rural Electrification Board;<br />

• <strong>Edo</strong> State Ministry of Energy and Water Resources;<br />

• <strong>Edo</strong> State Public Private Partnership office (Figure 6.);<br />

• Unhumnwonde LGA.<br />
