<strong>Edo</strong> State Waste Management Board<br />

The <strong>Edo</strong> State Waste Management Board (EDSWMB) is an agency under the<br />

direct supervision of the <strong>Edo</strong> State Ministry of Environment and Public<br />

Utilities (EDSMEPU). The Board’s functions include the collection, transport,<br />

processing, recycling or disposal and monitoring of waste materials. This<br />

includes solid, liquid and gaseous substances. Other responsibilities include<br />

the development of guidelines, standards and regulations for pollution control<br />

and waste management as well as inspection and compliance monitoring of<br />

industrial facilities (Nigerian Government, 2011).<br />

1.4.3 National <strong>Environmental</strong> Policy and Legislation<br />

National Policy on the Environment (1989)<br />

<strong>Environmental</strong> management in Nigeria is based on the National Policy on the<br />

Environment (1989) (NPE), as revised in 1999. The goal of this policy is to<br />

achieve sustainable development, in particular to:<br />

• secure a quality of environment for all Nigerians, which is adequate for<br />

their health and well being;<br />

• conserve and use the environment and natural resources for the benefit<br />

of present and future generations;<br />

• restore, maintain and enhance the ecosystems and ecological processes<br />

essential for the functioning of the biosphere, to preserve biological<br />

diversity and the principle of optimum sustainable yield in the use of<br />

these natural resources and ecosystems; and<br />

• raise public awareness and promote understanding of essential linkages<br />

between the environment and development and to encourage individual<br />

and community participation in environmental improvement efforts.<br />

All environmental regulation in Nigeria is intended to align with the NPE.<br />

The NESREA Act (2007)<br />

The National <strong>Environmental</strong> Standards and Regulations Enforcement Agency<br />

(NESREA) Act repealed the Federal <strong>Environmental</strong> Protection Agency Act<br />

(FEPA Act) and establishes the NESREA. The Agency has the responsibility to<br />

enforce compliance with environmental standards, regulations, rules, laws,<br />

policies and guidelines. NESREA is also responsible for the protection and<br />

development of the environment, biodiversity conservation, sustainable<br />

development and the development of environmental technology. The<br />

NESREA Act is an over-arching piece of legislation providing a framework for<br />

other detailed legislation.<br />
