6.5.3 NIPP related Community Issues<br />

During the last NIPP development (the Ihovbor-Evboeka <strong>Power</strong> Station), the<br />

communities of Orior-Osemwende and Idunmwowina-Urho-Nisen stated that<br />

compensation was unfairly distributed. Although all three communities gave<br />

up land, the project was named for the community of Ihovbor-Evboeka, which<br />

is perceived to have benefited from the associated opportunities (employment,<br />

contracts and infrastructure development). These two communities during<br />

the stakeholder consultation have repeatedly stated that they do not want to<br />

see a repetition of these issues for this Project.<br />

6.5.4 Social Infrastructure<br />

There is general concern regarding the provision of basic social infrastructure<br />

and amenities such as schools, hospitals and potable water supply.<br />

6.5.5 Health and Safety<br />

There is a fear of ‘heat’ from buried gas pipelines to nearby communities.<br />

Further to this, there is concern about the potential risk of accidents for people<br />

living near the plant and pipeline (eg from bush fires). Therefore, the<br />

stakeholders request that the power plant and pipeline spur must be built in<br />

line with the highest safety standards.<br />

To the extent possible, the Project should create the minimum disruption to<br />

communities by adopting measures to mitigate any adverse impacts. In<br />

addition, all road traffic regulations and speed limits should be obeyed to<br />

prevent accidents, loss of life and property, throughout the different stages of<br />

the Project.<br />

There are expectations that the Project will provide employment opportunities<br />

for the local community and it must be ensured that preferential employment<br />

is given to the people who are likely to lose their land.<br />

6.5.7 Provision of Electricity<br />

The results of the consultations with the communities indicated that there is a<br />

high expectation of the Project improving access to electricity in the area.<br />

6.5.8 Reduction of Gas Flaring<br />

The Project stakeholders also wish for a reduction of gas flaring. It is,<br />

however, not anticipated that the Project will use recovered associated gas<br />

that would otherwise be flared. Gas for the power station will be obtained<br />

through the ELPS.<br />
