9 CUMULATIVE IMPACTS<br />

In theory, any development such as the <strong>Azura</strong> power plant may also be taking<br />

place at the same time as other developments, causing impacts affecting the<br />

same resources or receptors, such that there will be cumulative effects with the<br />

proposed Project. The impacts of developments already underway or<br />

committed (in particular, the neighbouring NIPP plant and the associated<br />

construction of the substation) have been taken into account in modelling<br />

future air and noise emissions and assessment of these impacts by including<br />

them in the future baseline for the Project within this impact assessment.<br />

Apart from the NIPP plant, research of relevant documents (eg the EIA for the<br />

neighbouring NIPP facility) and consultations with local and state authorities<br />

has not identified any other significant future developments whose<br />

cumulative impacts should be considered in this ESIA.<br />

9.1 AIR QUALITY<br />

The proposed <strong>Azura</strong> IPP plant is located adjacent to the NIPP plant, which is<br />

currently under construction and during operation will release similar<br />

emissions to that of the <strong>Azura</strong> <strong>Edo</strong> IPP. As such, an assessment of the<br />

cumulative air quality impacts will need to understand the impacts related to<br />

the operation of both plants.<br />

Based on the limited public information about the details of the design of the<br />

neighbouring NIPP plant, it has been assumed that the plant and emissions<br />

and impacts will be the same as that of the <strong>Azura</strong> <strong>Edo</strong> IPP. This is considered<br />

to be a reasonable assumption, as both power plants operate on natural gas<br />

and are of a similar production capacity. The assessment of cumulative<br />

impacts was performed by modelling the emissions from both plants. The<br />

results of the assessment of cumulative impacts are presented in Figure 9.1 and<br />

Table 9.1 below.<br />

Cumulative impacts from the Project and neighbouring NIPP have been<br />

quantified for NO x (Table 9.1), but not for CO, as these levels are considered to<br />

be very low and not associated with significant impacts on air quality. The<br />

cumulative dust impacts are also expected to be low since the construction<br />

phase for the NIPP will be completed once the construction of the <strong>Azura</strong> <strong>Edo</strong><br />

IPP is initiated.<br />
