<strong>Impact</strong> Significance<br />

The impacts of waste handling and disposal during decommissioning will be<br />

regional as the impacts will be experienced beyond the site and immediate<br />

surroundings. The potential impacts will be permanent, as these impacts may<br />

be felt after the decommissioning phase. The overall magnitude of the impact<br />

is therefore considered to be moderate.<br />

The sensitivities of the receptors is considered to be medium.<br />

The overall impact during decommissioning is therefore assessed to be of<br />

moderate significance prior to mitigation.<br />

7.8.4 <strong>Impact</strong> Description and Significance: Summary<br />

7.9 PHYSICAL RESETTLEMENT<br />

7.9.1 Background to the Resettlement Process<br />

The site intended for the <strong>Azura</strong>-<strong>Edo</strong> IPP originally comprised two plots of<br />

land. Plot A comprised approximately 70 ha in the Orior and Idunmwowina<br />

communities while Plot B to the east comprised approximately 30 ha in<br />

Ihovbor community. Although the leaders of the Ihovbor community allowed<br />

the valuers chosen by ERM to enumerate the structures on Plot B in August<br />

2011, they subsequently insisted that only Government’s valuers be allowed to<br />

value the structures located on the plot.<br />

Due to the Ihovbor community leaders’ reluctance to permit the project to<br />

conduct its own census and asset inventory during 2011, <strong>Azura</strong> <strong>Power</strong><br />

decided (in October 2011) to alter the footprint of the Project to avoid any<br />

displacement of members of the Ihovbor community. Accordingly, the Project<br />

impacts on Ihovbor are not analysed and therefore this EIA Report does not<br />
