8.12 IMPACTS TO INFRASTRUCTURE<br />

8.12.1 Construction<br />

ERM recommends the following mitigation measures prior to or during the<br />

construction phase to manage the impacts of the Project on infrastructure (1) :<br />

• Implement a comprehensive Community Investment plan to facilitate an<br />

appropriate and coordinated response with local government authorities<br />

and Non Governmental Organisations (NGOs) to address impacts of<br />

increased pressure on social infrastructure. This will maximise the ability<br />

of local communities to benefit from the increased power generation of the<br />

Project from operation onwards. This will include the local distribution of<br />

power however the Community Investment Plan does not make provision<br />

for the payment of transformers, pre-paid meters etc.<br />

• Develop an Influx Management Plan in close collaboration with the local<br />

government, the communities and NGOs to address infrastructure<br />

requirements (health, education, water, transport, etc), natural resource<br />

use/management, solid waste management (of larger settlements) and<br />

strengthening of local community support networks.<br />

• Develop a detailed rehabilitation and implementation framework as a part<br />

of the RAP to provide a clear overview of how impacts on infrastructure in<br />

host communities will be mitigated and managed.<br />

• Develop a traffic management plan to limit Project use of community<br />

roads during busy periods and to minimise disruption; and<br />

• Carry out regular monitoring of water quality in the local communities to<br />

identify incidences of contamination and respond appropriately.<br />

Together with the social investment plan and resettlement action plan, strict<br />

implementation of these mitigation measures and ongoing monitoring of<br />

effectiveness throughout the construction phase will reduce the potential<br />

negative residual impacts to the infrastructure to insignificant - minor, while<br />

potential positive impacts during the construction phase remain minor in<br />

significance.<br />

(1) The timing of the early interventions that <strong>Azura</strong> will be undertaking (in connection with the development of the social<br />

infrastructure of the local communities) can be seen in Table 10.1 of the RAP.<br />
