World Bank Safeguard Policies and Guidelines<br />

The safeguard policies and guidelines include:<br />

• World Bank OP 4.01 for <strong>Environmental</strong> Assessment<br />

• World Bank OP 4.04 for Natural Habitats<br />

• World Bank OP 4.12 for Involuntary Resettlement<br />

• World Bank OD 4.10 for Indigenous People<br />

• World Bank OPN 4.11 for Physical Cultural Resources<br />

• World Bank EA Sourcebook Update No 4: Sectoral EA (October 1993)<br />

• World Bank EA Sourcebook Update No 25: EMPs (January 1999)<br />

More specifically, the following policies are likely to be triggered by the<br />

project activities:<br />

OP 4.01 – <strong>Environmental</strong> Assessment<br />

<strong>Environmental</strong> Assessment is used in the World Bank to identify, avoid and<br />

mitigate the potential negative environmental impacts associated with the<br />

Bank’s lending and guarantee operations. In World Bank operations, the<br />

purpose of <strong>Environmental</strong> Assessment is to improve decision making in order<br />

to ensure that project options under consideration are sound and sustainable<br />

and that potentially affected people have been properly consulted.<br />

OP 4.01 – <strong>Environmental</strong> Assessment contains guidance on the World Bank<br />

requirements on various aspects of the EIA process. These include guidance<br />

on the categorisation of projects during Project screening, provisions for sector<br />

investing and financial intermediaries, exemptions for emergency situations,<br />

requirements for institutional capacity and requirements for public<br />

consultation and disclosure.<br />

According to the World Bank OP 4.01, the proposed project is likely to be<br />

classified as a Category A project. Projects under this Category are likely to<br />

have significant adverse environmental impacts that are considered sensitive,<br />

diverse, or unprecedented and which may affect an area beyond the site or<br />

facilities. An EIA for a Category A project is required to identify and assess<br />

potential negative and positive environmental and social impacts, compare<br />

these with those of feasible alternatives (including the no project alternative),<br />

and recommend mitigation measures to reduce negative impacts and enhance<br />

benefits. The EIA process and this EIA report have been conducted and<br />

prepared in line with OP 4.01.<br />

OP 4.12 – Physical Cultural Resources<br />

The World Bank recognises physical cultural resources (PCR) as valuable<br />

scientific and historical assets and an integral part of a people’s cultural<br />

identity and practices. Thus development projects that are likely to have an<br />

impact on PCR must work to avoid or mitigate adverse impacts. In the event<br />
