7.11 IMPACTS TO DEMOGRAPHIC PROFILE<br />

The demographic profile of the three communities in the Project area is<br />

broadly reflective of demographics at the state level. The three Projectaffected<br />

communities are considered to be relatively ethnically homogenous in<br />

comparison with other parts of Nigeria.<br />

The gender breakdown is relatively equal, and the age distribution is<br />

weighted toward youth. Stakeholders in these communities have reported a<br />

steady exodus of young people from the area towards urban centres in search<br />

of jobs, education and training. However, the development of the<br />

neighbouring NIPP facility appears to have resulted in increased numbers of<br />

youth returning to Ihovbor-Evboeka and Idunmwowina-Urho-Nisen, in<br />

pursuit of new jobs. Aside from this internal population movement,<br />

migration into the region has historically been minimal.<br />

The baseline demographic profile for the region is described in Section 7.11.<br />

Key characteristics include the following:<br />

• A relatively homogenous ethnic profile;<br />

• Balanced gender distribution;<br />

• Youth-biased age distribution, but with reports of youth leaving the area<br />

for employment and education opportunities; and<br />

• Historically low in-migration.<br />

7.11.1 <strong>Impact</strong> Description and Significance: Construction<br />

<strong>Impact</strong> Description<br />

<strong>Azura</strong> <strong>Power</strong> expects that up to 500 workers will be required for the<br />

construction of the power plant (which will last between 24 and 36 months)<br />

and will require the EPC contractor to source at least 70 percent of the workers<br />

from within 30 km of the site. This implies a foreign workforce of roughly 30<br />

percent from outside the region, amounting to possibly 150 workers.<br />

A temporary construction camp will be constructed on the north western<br />

portion of the Project site. The exact nature of the accommodation will be<br />
