1.3.3 Scope of the EIA<br />

EIAs include environmental, social, and consultation elements which are<br />

integrated into the planning and decision-making process to avoid, reduce, or<br />

mitigate adverse impacts and to maximise the benefits of a proposed project.<br />

The emphasis of the EIA is to produce robust environmental and social<br />

management plans (EMPs) which are able to effectively implement the<br />

recommended mitigation measures identified in the EIA, during the life of the<br />

Project and at the time of project decommissioning.<br />

The overall EIA process is shown schematically in Figure 1.3 and the following<br />

key steps are described in the subsequent sections.<br />

• <strong>Impact</strong> assessment<br />

• Management plans<br />

• Reporting and disclosure<br />

Screening and Scoping<br />

One of the main objectives of scoping is to identify the potentially significant<br />

environmental issues relating to the implementation, operation and<br />

decommissioning of the proposed Project that should be addressed as part of<br />

the EIA. This enables the developer to address the key issues from the outset,<br />
