11 CONCLUSIONS<br />

11.1 THE EIA PROCESS<br />

This EIA for the proposed <strong>Azura</strong> <strong>Power</strong> power station was undertaken in<br />

accordance with the <strong>Environmental</strong> <strong>Impact</strong> Assessment Decree (Decree No. 86<br />

of 1992) and WB requirements. The aim of the EIA process is to provide<br />

information for decision-making to contribute to environmentally sound and<br />

sustainable development. The overall EIA process comprised of a number of<br />

key steps, namely:<br />

• Screening and scoping<br />

• Baseline data collection<br />

• Stakeholder consultation<br />

• <strong>Impact</strong> assessment<br />

• Management plans<br />

• Reporting and disclosure<br />

This draft EIA report provides a description of the EIA process followed to<br />

date. It also provides a description of the public participation process that was<br />

undertaken during the EIA whereby stakeholders were notified and consulted<br />

regarding the project and its anticipated consequences.<br />

Baseline information on receptors and resources was collected during the EIA<br />

from available data sources and field surveys during the rainy and dry<br />

seasons. A description of the existing environmental and socio-economic<br />

conditions is provided as a basis against which the impacts of the project can<br />

be assessed. The biophysical, social-economic and health impacts of the<br />

proposed project have been assessed and mitigation measures identified to<br />

avoid or reduce adverse impacts and enhance positive impacts. A register of<br />

mitigation measures and monitoring requirements is included in Chapter 7 and<br />

Chapter 8 and an EMP is provided in Chapter 10.<br />

11.2 SUMMARY OF IMPACTS AND MITIGATION<br />

Air quality (dust during construction and decommissioning and greenhouse<br />

gases during operation), biodiversity, physical resettlement, economic<br />

resettlement and workplace H&S impacts were identified as negative impacts<br />

of major significance and significant (for greenhouse gases) prior to<br />

mitigation. These negative impacts require careful implementation of<br />

effective mitigation measures and ongoing monitoring. The significance of<br />

biodiversity impacts, physical resettlement impacts and economic<br />

resettlement impacts can be reduced to moderate; and the air quality impacts<br />

(dust) can be reduced to minor-moderate, and workplace H&S impacts can be<br />

reduced to minor with the implementation of the mitigation measures and<br />

monitoring requirements outlined in Chapter 10 are implemented. The noise<br />
