9.6 WASTE<br />

The Project will generate various types of general and hazardous wastes<br />

during the life of the project, resulting in the potential for the contamination<br />

of soil and water resources. Wastes will include spoil, excess concrete, used<br />

timber, general and household refuse, sewage and waste water, machinery<br />

parts and building rubble (during decommissioning) and small amounts of<br />

hazardous waste. Due to the relatively low magnitude of the contribution to<br />

the regional wastes generated and assuming implementation of mitigation<br />

(Chapter 9), the cumulative impacts are considered to be minor.<br />

9.7 PHYSICAL AND ECONOMIC RESETTLEMENT<br />

The physical resettlement of the community’s assets as a result of the Project is<br />

required as part of the land acquisition process, resulting in the loss of<br />

agricultural land, and crops as well as houses and other structures.<br />

The cumulative impacts of the <strong>Azura</strong> Project would include potential decrease<br />

in agricultural land in the area, loss of further resource. A similar resettlement<br />

process was undertaken for the land on which the NIPP plant is situated, and<br />

compensation was paid for this land. As a result of this process, there are<br />

historical and cumulative impacts due to existing disputes over resettlement<br />

in the local communities. Assuming implementation of mitigation measures<br />

(Chapter 9), the significance of the cumulative impacts are considered to be<br />

minor-moderate.<br />

9.8 DEMOGRAPHIC PROFILE<br />

The impacts of the Project are expected to include a population increase, a<br />

skewing of the gender and age balance towards young males, increased social<br />

tensions and increase in foreigners in the area. These changes are cumulative<br />

to those being experienced in the area due to the (current) construction phase<br />

of the NIPP project. The change in demographic is expected to exacerbate the<br />

existing tensions regarding the resettlement process and compensation for the<br />

NIPP facility. The cumulative impacts on demographics are expected to be<br />

minor – moderate, with implementation of mitigation measures.<br />

9.9 CULTURAL INSTITUTIONS<br />

The Project will also require acquisition of up to 102 ha of land in the area of<br />

the three communities which will result in movement of 14 sacred and<br />

cultural sites out of the Project area as well as the disruption of traditional<br />

customs and authority systems. The cumulative impact of this adjacent to the<br />

NIPP project with similar impacts is likely to result in a negative by minor<br />

cumulative impacts on cultural institutions, after the implementation of<br />

mitigation.
