3.3.4 Administration Buildings<br />

The administration buildings will be located next to the workshop and will<br />

comprise office space, kitchen and toilet facilities.<br />

3.3.5 Access Roads and Unloading Areas<br />

The proposed site location is directly accessed via a three kilometre length of<br />

tarred road which, in turn, connects to the Benin City Bypass. This bypass<br />

which encircles Benin City is a major expressway and is in excellent condition.<br />

It is anticipated that there will only be a couple of dozen vehicles on or<br />

visiting the Site during a normal working day, see Section 3.2.9. In addition<br />

there will be turning areas for trucks and parking areas for cars.<br />

3.3.6 Compressed Air and Ventilation Systems<br />

The compressed air system compresses, stores and delivers medium pressure<br />

(30 bars) compressed air to start the diesel engines. The system includes:<br />

• dual air compressors;<br />

• compressed air storage tanks;<br />

• air-start system for engines; and<br />

• instrument and service air system.<br />

All the offices onsite and the control room and control equipment rooms will<br />

be air conditioned. The gas and steam turbine buildings will be ventilated by<br />

natural ventilation (louvres).<br />

3.3.7 Lube Oil System<br />

The purpose of the lube oil system is to deliver clean, cool, lubricating oil to<br />

the engines at the proper pressure and temperature. This is accomplished by<br />

a series of pumps, coolers, tanks, and filters. Lube oil is circulated to the<br />

engine and back in a continuous loop, via a 12,500 l lube oil circulating tank<br />

that serves as a central receiver. Each gas turbine has its own independent<br />

lubricating oil system.<br />

3.3.8 Control System and Communications<br />

The power plant will include state-of-the-art communication and controls<br />

systems comprising a freestanding common plant control PLC panel, a<br />

measurement and protection unit and a plant desktop SCADA (Supervisory<br />

Control and Data Acquisition) system. Security camera supervision systems<br />

and internal communications systems will also be installed within the plant<br />

and elsewhere within the Project site.<br />
