Due to the high unemployment rate in <strong>Edo</strong> State and sensitivity around local<br />

opportunities engendered by the neighbouring NIPP project, the potential<br />

regional workforce and supply base is considered to be a receptor of medium<br />

sensitivity.<br />

Despite the large number of construction labourers required, the short term<br />

duration of positive impacts reduces the overall significance rating to minor.<br />

7.13.2 <strong>Impact</strong> Description and Significance: Operation<br />

<strong>Impact</strong> Description<br />

The Operation Phase of the Project is expected to begin in 2015 and continue<br />

for approximately 20 years. This phase is currently estimated to require 90<br />

permanent employees (including 50 permanent site employees and 40<br />

ancillary/contract workers). Where the skills base exists, <strong>Azura</strong> <strong>Power</strong> and its<br />

contractors will source these positions from the Project area. Based on the<br />

assessed workforce capacity in the region, the majority of local and regional<br />

recruitment will be for semi-skilled and unskilled positions (eg kitchen staff,<br />

security guards, cleaners). Other positions during this phase will require<br />

technical supervisory and managerial skills which are less likely to be<br />

available locally, and will therefore be sourced from outside.<br />

In some cases, such as during large scale maintenance operations, additional<br />

temporary personnel may be required. These will consist of a small number<br />

of specialised individuals who will be called in to supervise maintenance<br />

programmes and carry out performance testing. It is not known how many of<br />

these temporary employees will be required, or how often, during operations;<br />

however, it is unlikely that a significant number of these positions will be<br />

sourced from the Project area.<br />

A small number of service and supply contracts will be signed for the Project<br />

during the Operation Phase. Where capacity exists, these contracts will be<br />

sourced from the surrounding region.<br />

The Operation Phase of the Project is expected to result in the following<br />

positive impacts:<br />

• Generation of approximately 90 permanent positions, many of which will<br />

be semi-skilled or unskilled;<br />

• Generation of induced employment through service and supply contracts;<br />

• Increase in household income through wages and Project spending;<br />

• Increase in regional and local economic activity; and<br />

• Development of skills and capacity through training and applied<br />

experience.<br />
