10.1.2 Objectives<br />

Capacity building and training requirements are also described, where these<br />

relate to specific skills required to deliver the ESMP action in question.<br />

General training, which will be provided to staff (and contractors’ staff as<br />

appropriate), is not indicated in the plan. An example of training that is not<br />

listed here is the general worker health and safety training that all staff will<br />

receive.<br />

The ESMP is essential for successfully implementing the Project’s social and<br />

environmental performance throughout the life of the Project. Having this<br />

framework in place ensures a systematic approach to bringing environmental<br />

and social considerations into decision making and day-to-day operations. It<br />

establishes a framework for tracking, evaluating and communicating<br />

environmental and social performance and helps ensure that environmental<br />

risks and liabilities are identified, minimised and managed. The ESMP will be<br />

a living document, and will continue to develop during the design and<br />

construction phase to enable continuous improvement of the Project’s social<br />

and environmental performance.<br />

In particular, the objectives of the ESMP are to:<br />

• promote environmental management and communicate the aims and<br />

goals of the ESMP;<br />

• ensure that all workers, subcontractors and others involved in the Project<br />

meet legal and other requirements with regard to environmental<br />

management;<br />

• incorporate environmental management into project design and operating<br />

procedures;<br />

• address concerns and issues raised in the EIA’s stakeholder consultation<br />

process and those that will likely continue to arise during the Project’s<br />

lifetime;<br />

• serve as an action plan for environmental management for the Project;<br />

• provide a framework for implementing project environmental<br />

commitments (ie mitigation measures identified in the EIA); and<br />

• prepare and maintain records of project environmental performance (ie<br />

monitoring, audits and non compliance tracking).<br />

10.2 ENVIRONMENTAL MANAGEMENT ORGANISATION<br />

<strong>Azura</strong> <strong>Power</strong> is committed to provide resources essential to the<br />

implementation and control of the ESMP. Resources include the appropriate<br />

human resources and specialised skills. <strong>Azura</strong> <strong>Power</strong> will have dedicated<br />

personnel competent on the basis of appropriate education, training, and<br />

experience that will manage and oversee the EHS aspects of project<br />

construction.<br />
