6.5 KEY ISSUES RAISED<br />

This section provides an overview of the key issues raised by stakeholders<br />

during Stage 1 and Stage 2 of the stakeholder engagement process. Issues that<br />

are raised during the consultation process will continuously be registered in<br />

order to monitor and manage stakeholder concerns with the Project.<br />

6.5.1 Level of Stakeholder Engagement and Engagement Activities<br />

Project stakeholders have requested that ongoing stakeholder engagement be<br />

undertaken throughout the Project lifecycle and that the engagement activities<br />

involve accredited members of the executive council and chiefs of the<br />

community. Stakeholder engagement activities must also take into<br />

consideration the traditions and customs of stakeholders, in particular,<br />

showing respect to the community leader and chiefs.<br />

There is uncertainty among the stakeholders with respect to the frequency of<br />

engagement activities and who is responsible for undertaking these activities.<br />

The <strong>Edo</strong> State Government issued a formal public notice of the Government’s<br />

intention to make use of the land, revoking all existing rights and interests in<br />

the land and requesting affected parties to register any claims. The formal<br />

notice of revocation was published in the official Government Gazette on 16<br />

June 2011 and in two Nigerian newspapers on 23 June 2011, namely the<br />

Vanguard Newspaper (with a national circulation) and the Observer<br />

Newspaper (with a local circulation).<br />

The communities claim that the communities of Orior-Osemwende and<br />

Idunmwowina-Urho-Nisen were omitted from the revocation of right of<br />

occupancy and compensation notice issued by the Government in public<br />

newspapers. The two communities filed a formal complaint and refused to<br />

participate in further stakeholder engagement until a correction had been<br />

published. The communities have requested that a post-survey meeting is<br />

held with all three communities and representatives from the Government<br />

and the Project, to discuss what lands will be contributed from each of the<br />

communities. The surveys were completed during early October 2011 and<br />

<strong>Azura</strong> <strong>Power</strong> will arrange a meeting between all parties during November.<br />

6.5.2 Compensation<br />

There is a concern that a poor inventory of assets would lead to inadequate<br />

compensation of affected communities. For the <strong>Azura</strong>-<strong>Edo</strong> IPP compensation<br />

of communities will be made by the <strong>Edo</strong> State Government according to the<br />

provisions of Nigerian law. <strong>Azura</strong> <strong>Power</strong> will be responsible for meeting the<br />

compensatory terms and additional requirements of the World Bank.<br />
