8.9.2 Operation<br />

The extent of the impact will remain the same, as will the duration. However,<br />

the scale will have been reduced and local sensitivities taken into<br />

consideration to manage impacts over the construction period. As such, the<br />

negative residual impact will be reduced to minor.<br />

The following mitigation and management measures are recommended to<br />

reduce the potential impact on demographics during the operations phase of<br />

the Project:<br />

• Develop camp and workforce management protocols. Ensure that these are<br />

clearly communicated to all workforce (both <strong>Azura</strong> and contractors) and<br />

ensure that measures are strictly enforced;<br />

• Wherever possible, prioritise local employment for the operations phase<br />

workforce;<br />

• Develop a transparent recruitment process for the operations workforce,<br />

and ensure that this is clearly communicated to all potential workforce in<br />

advance of the operations phase, in order to manage expectations and<br />

opportunistic influx; and<br />

• Establish a grievance mechanism for communities that allow residents to<br />

communicate concerns and have them addressed in a timely and effective<br />

manner.<br />

Mitigation of impacts to demographic profile involves facilitating parallel<br />

development of industry and livelihood opportunities in the Project area.<br />

These alternatives must not be dependent on the Project, in order for them to<br />

continue after the Project has been decommissioned. Specific<br />

recommendations include:<br />

• Facilitate Small and Medium Enterprise (SME) development in the local<br />

communities and surrounding region;<br />

• Invest in infrastructure development that can provide long-term benefit to<br />

the communities;<br />

• Identify and facilitate training opportunities for local workforce to<br />

participate in other job sectors; and<br />

• Support sustainable development and implementation of new technologies<br />

in local agricultural production.<br />

With the implementation of these mitigation measures, the extent of the<br />

impact will remain the same, as will the duration. However, the scale will<br />

have been reduced and local sensitivities taken into consideration to manage<br />
