the communities within the Project area identify the Oba of Benin as the<br />

traditional leader of highest authority. At the local level, the Enogie (also<br />

referred to as ‘His Royal Highness’) sits below the Oba of Benin and is<br />

appointed by him (as are all traditional leaders). Below the Enogie sits the<br />

traditional leader (‘Odiwere’) of the community. All three communities also<br />

have a council of elders, which maintain major decision-making influence at<br />

the local level. Also significant are the Land Allocation Committees, which act<br />

under guidance of a chairman and are responsible for distributing and<br />

supervising allocation of land in the communities.<br />

The following Figures ( , Figure 5.6, and Figure 5.7) illustrate the traditional<br />

leadership structures of the three communities in the vicinity of the Project.<br />

Idunmwowina-Urho-Nisen<br />

According to historical accounts, Idunmwowina-Urho-Nisen was originally<br />

established by the chief carver of the Oba of Benin. Currently, the position of<br />

traditional leader in this community is vacant. The eldest carver in the<br />

community is acting as local traditional leader until the position is filled by<br />

appointment from the Oba.<br />

Please note that the hierarchy indicated in the diagram does not indicate that<br />

someone in a certain position was “appointed” the person above them. The<br />

hierarchy reflects reporting. So in the structure below for example, the seven<br />

Senior Elders might report to the Chief Priest, but would be selected by the<br />

community rather being appointed by the Chief Priest.<br />
