With respect to the significant impacts identified by the EIA, the EMP<br />

provides the linkage between each significant impact, the relevant mitigation<br />

measures and the monitoring approach. Significant impacts are referenced to:<br />

• applicable regulatory requirements, lenders requirements and other<br />

commitments; and<br />

• relevant operational controls (eg management best practices, construction<br />

and operation specifications, procedures, and work instructions).<br />

<strong>Azura</strong> <strong>Power</strong> will manage key contractors to ensure that the EMP is<br />

implemented and monitored through contractual mechanisms and day-to-day<br />

management where required. <strong>Azura</strong> <strong>Power</strong> will have its own supervisory<br />

personnel and the Nigerian Government will oversee the project through its<br />

various agencies.<br />

The EMP contains the recommendation for the development of a number of<br />

detailed management plans and procedures that lay out the specifications for<br />

compliance with specific environmental and social elements. Key plans are<br />

listed below.<br />

• Construction Management Plan;<br />

• Traffic Control Management Plan;<br />

• Waste Management Plan;<br />

• Site Closure and Restoration Plan;<br />

• Influx Management Plan;<br />

• Employment and Workforce Policy;<br />

• Comprehensive Community Investment Plan;<br />

• Local Employment and Procurement Policy;<br />

• Local Employment Strategy;<br />

• Occupational Health and Safety Policy;<br />

• Spill Response Plan; and<br />

• Emergency Response Plan.<br />

CONCLUSIONS<br />

The findings of the EIA presented in Chapter 7 indicate that there are no issues<br />

of Major significance that could not be mitigated such that the proposed<br />

project was not acceptable from an environmental and socio-economic<br />

perspective.<br />

Air quality (dust during construction and decommissioning and greenhouse<br />

gases during operation), biodiversity, physical resettlement, economic<br />

resettlement and workplace health and safety impacts were identified as<br />

negative impacts of major significance and significant (for greenhouse gases)<br />

prior to mitigation. These negative impacts require careful implementation of<br />

effective mitigation measures and ongoing monitoring. The significance of<br />

biodiversity impacts, physical resettlement impacts and economic<br />

resettlement impacts can be reduced to moderate; the workplace health and<br />
