6 STAKEHOLDER ENGAGEMENT AND DISCLOSURE<br />

6.1 BACKGROUND<br />

As part of the EIA and RAP, ERM compiled a Stakeholder Engagement Plan<br />

(SEP) on behalf of <strong>Azura</strong> <strong>Power</strong>, as required by Nigerian legislation. This<br />

Chapter represents a summary of the SEP and focuses on providing a<br />

description of the consultation and disclosure activities undertaken during<br />

this EIA process. In addition, the SEP also sets out the strategy for the<br />

engagement required as part of the ongoing operation of the power plant.<br />

The SEP (Annex A) is a ’live’ document, which was updated and adjusted as<br />

the EIA progressed and will continue to be amended as the RAP continues<br />

and project planning evolves. The SEP therefore provides a framework to<br />

facilitate and manage effective and meaningful engagement with key<br />

stakeholders.<br />

6.2 OBJECTIVES OF STAKEHOLDER ENGAGEMENT<br />

Engagement is understood to be a single or a series of inclusive and culturally<br />

appropriate interactions aimed at providing stakeholders with opportunities<br />

to express their views, so that these can be considered and incorporated into<br />

the EIA decision making process. Effective engagement requires the prior<br />

disclosure of relevant and adequate project information to enable stakeholders<br />

to understand the risks, impacts, and opportunities of the project.<br />

The primary objectives of stakeholder engagements and disclosure are<br />

outlined below:<br />

• ensuring that adequate and timely information is provided to identified<br />

stakeholders;<br />

• providing sufficient opportunity to stakeholders to voice their opinions<br />

and concerns, and to ensure that these concerns influence project<br />

decisions; and<br />

• establishing a cordial link between the proponent, <strong>Azura</strong> <strong>Power</strong>, and<br />

affected communities for the lifetime of the Project.<br />

6.3 STAKEHOLDER IDENTIFICATION<br />

For the purposes of the Project, a stakeholder is defined as any individual or<br />

group who is potentially affected by a project or who has an interest in the<br />
