• Step 5. Stakeholder Consultation: consultation with the affected<br />

population in order to ensure that the resettlement plan is implemented<br />

fairly, meeting the needs of all concerned. It allows local communities to<br />

express their concerns and answer questions, and is the forum in which<br />

valuation and grievance procedures are discussed and agreed.<br />

• Step 6. Feasibility Study of Resettlement Sites: determines the viability,<br />

of residential and agricultural sites. It includes a host population capacity<br />

assessment to evaluate the availability of water, soil quality and<br />

topography; it also includes a needs assessment to ensure that the sites<br />

meet the needs of both the host and resettled communities.<br />

• Step 7: Feasibility of Income Improvement Measures / Livelihood<br />

Restoration and Capacity Development: determines the technical,<br />

economic and financial feasibility of programmes proposed to restore the<br />

livelihoods of those economically affected by the Project and includes<br />

assessing training needs, vacancies and opportunities for job creation.<br />

• Step 8. Implementation: involves stetting up the working<br />

groups/institutional framework to manage resettlement, putting the<br />

grievance mechanism in place, moving and resettling affected persons,<br />

distributing compensation and managing livelihood restoration<br />

programmes.<br />

<strong>Environmental</strong> Health and Safety Guidelines for Thermal <strong>Power</strong> <strong>Plant</strong>s<br />

This World Bank Group guideline provides guidelines on emission limits,<br />

management measures and monitoring for all fossil-fuel thermal-based power<br />

plants with a production capacity of more then 50 MW. The document<br />

outlines guidelines on assessing the industry-specific impacts and identifying<br />

management measures related to air emissions (SO 2, NO 2, particulates),<br />

energy efficiency and GHG emissions, water use, handling and treatment of<br />

effluent (including thermal discharges, waste water an sanitary wastewater),<br />

solid waste, hazardous material handling and noise. Similarly, the guideline<br />

provides management measures for occupational and community health and<br />

safety (H&S).<br />

Furthermore the guidelines provide suggested limits for treated effluent<br />

discharged to surface water bodies, air and noise emission levels as well as<br />

guidelines on suggested emissions monitoring parameters. These are<br />

discussed further in the assessment of the various impacts in Chapter 7.<br />

In addition, the World Bank’s general EHS Guidelines provide guidance on<br />

ambient conditions including on air and noise, and health and safety<br />

guidelines for the workplace which will be relevant for the Project.<br />
