The training also served as an opportunity to finalise the socio-economic<br />

baseline survey and asset valuation questionnaires. The training workshop<br />

was concluded in June 2011.<br />

6.4.4 Stage 2B: EIA Study - Detailed Enumeration Study for RAP<br />

Following preliminary investigations it was found that resettlement of certain<br />

communities was required and would thus require an enumeration survey.<br />

Although this enumeration survey is required for the RAP, the results of the<br />

survey were also used to augment the socio-economic study. The associated<br />

stakeholder engagement activities are described below.<br />

The socio-economic enumeration survey was conducted 22-27 August 2011 by<br />

a team composed of four surveyors from the Ministry of Lands, Survey and<br />

Housing and the four social specialists from the University of Ibadan. The<br />

survey covered the three key communities of Ihovbor-Evboeka, Orior-<br />

Osemwende and Idunmwowina-Urho-Nisen with the aim of obtaining<br />

baseline socio-economic data, and a quantitative description of the<br />

communities surrounding the proposed Project. The survey focussed on<br />

identifying all households, graves and shrines within these three<br />

communities.<br />

The collection of additional data on the existing land users in the area also<br />

provided an opportunity to inform the community about the Project, obtain<br />

community approval for the forthcoming asset census survey and to define<br />

cut-off date for this survey. The results of the survey are being used to plan an<br />

asset census survey, which will assess the direct economic and social impacts<br />

resulting from the proposed resettlement.<br />

The detailed outcome of the survey will be further discussed in the RAP,<br />

which is being produced alongside the EIA. Further details of meetings held<br />

as part of the enumeration survey can be found in Annex A.<br />

6.4.5 Stage 2C: Asset Census Survey for RAP<br />

As part of the requirements for an international standard RAP, an asset census<br />

survey was carried out in the Project-affected communities of Ihovbor-<br />

Evboeka, Orior-Osemwende and Idunmwowina-Urho-Nisen. The census<br />

made use of detailed questionnaires and census forms to develop a thorough<br />

understanding of the socio-economic profile of the affected communities,<br />

including property, livelihoods, housing and income/ savings.<br />

In addition to being used to calculate compensation as part of the RAP, the<br />

information gathered during the asset census survey will be contribute to the<br />

data used to evaluate the social baseline, impact assessment and development<br />

of management measures. The asset census survey was completed in October<br />

2011.<br />
