Stakeholder Consultation<br />

The objective of the consultation process is to present the proposed project<br />

and EIA process to stakeholders and to identify associated issues, concerns<br />

and opportunities. The following tasks were undertaken:<br />

• identification of a preliminary list of stakeholders;<br />

• creation of background information document (BID) for use in<br />

communicating with stakeholders;<br />

• meetings with a number of government departments and stakeholder<br />

groups; and<br />

• various focus group meetings with local community members.<br />

Further details on the stakeholder consultation process for the Project are<br />

included in Chapter 6 and a Stakeholder Engagement Plan is included in Annex<br />

A.<br />

<strong>Impact</strong> Assessment<br />

<strong>Impact</strong> assessment and development of mitigation measures is a process that<br />

commences during the scoping phase and continues throughout the EIA<br />

process. The key objectives of the impact assessment phase are the following:<br />

• An analysis of how the Project may interact with the baseline in order to<br />

define, predict and evaluate the likely extent and significance of<br />

environmental and social impacts that may be caused by the Project.<br />

• Development and description of acceptable and cost effective mitigation<br />

measures that avoid, reduce, control, remedy or compensate for negative<br />

impacts and enhance positive benefits.<br />

• Evaluation of the predicted positive and negative residual impacts of the<br />

Project.<br />
