Stakeholder Consultation
The objective of the consultation process is to present the proposed project
and EIA process to stakeholders and to identify associated issues, concerns
and opportunities. The following tasks were undertaken:
• identification of a preliminary list of stakeholders;
• creation of background information document (BID) for use in
communicating with stakeholders;
• meetings with a number of government departments and stakeholder
groups; and
• various focus group meetings with local community members.
Further details on the stakeholder consultation process for the Project are
included in Chapter 6 and a Stakeholder Engagement Plan is included in Annex
A.
Impact Assessment
Impact assessment and development of mitigation measures is a process that
commences during the scoping phase and continues throughout the EIA
process. The key objectives of the impact assessment phase are the following:
• An analysis of how the Project may interact with the baseline in order to
define, predict and evaluate the likely extent and significance of
environmental and social impacts that may be caused by the Project.
• Development and description of acceptable and cost effective mitigation
measures that avoid, reduce, control, remedy or compensate for negative
impacts and enhance positive benefits.
• Evaluation of the predicted positive and negative residual impacts of the
Project.
