8.14.3 Decommissioning<br />

The health and safety procedures identified and implemented during<br />

construction and operation will be maintained during decommissioning.<br />

During this phase particular attention should be paid to potential incidents<br />

that may occur with the increase in traffic on site. The following measures are<br />

recommended during decommissioning:<br />

• Worker induction will include detailed H&S training, including awareness<br />

raising regarding disease vectors, for all staff and daily H&S toolbox talks<br />

will be conducted daily with the entire workforce prior to commencement<br />

of decommissioning activities.<br />

• Encourage the construction workforce to undergo testing (<strong>Azura</strong> <strong>Power</strong><br />

and contractors) for sexually transmitted infections (STIs).<br />

• Health awareness programme incorporating an HIV/AIDS awareness and<br />

prevention program which will include voluntary testing, the provision of<br />

condoms, and education of the workforce.<br />

• Specific H&S training programmes should be provided for workers<br />

assigned to tasks associated with particular H&S risks ie working at<br />

heights, hot work, drivers, machine operators, dismantling of electrical<br />

cables, those working in areas with elevated dust and noise levels. First<br />

aid training for key staff will also be provided, and include issuing of first<br />

aid certificates.<br />

• Warning signs in place, including those for the electrical and mechanical<br />

equipment safety warning, and chemical hazard warning.<br />

• First aid kits and defibrillators will be made readily available at several<br />

locations at the plant.<br />

• PPE shall be provided and worn at all times during construction, where<br />

required. This will depend on the type of work being conducted but will<br />

include hard hats, safety boots, hearing protection, eye protection,<br />

ventilators and visibility clothes, where appropriate.<br />

• Decommissioning and site rehabilitation techniques should be planned to<br />

minimise the amount of standing water on site, to reduce potential<br />

breeding grounds for disease vectors. A spray programme to control<br />

disease vectors shall be implemented if necessary.<br />

Strict implementation of these mitigation measures and ongoing monitoring<br />

of effectiveness throughout the operation phase will reduce the likelihood to<br />

unlikely, the impact magnitude to moderate and the sensitivity of the<br />

receptors to low. With mitigation, the residual impact on workplace H&S<br />

during operation will therefore be reduced to minor.<br />
