The cumulative emission is only marginally higher than that of the <strong>Azura</strong> <strong>Edo</strong><br />

IPP alone and none of the predicted levels exceeded the criteria. The 1 hour<br />

average predicted emissions of NO 2 from both the <strong>Azura</strong> <strong>Edo</strong> IPP and NIPP<br />

are such that no air quality standard is exceeded or approached.<br />

The predicted dispersion pattern also shows that the peak impact occurs over<br />

a very small area primarily due to directional wind conditions. On this basis,<br />

the 25 percent threshold for protection of the airshed for future development<br />

is less significant than would be the case where the peak impacts are across a<br />

larger area.<br />

The cumulative impacts on air quality are therefore considered to be of<br />

insignificant negative significance as a result of emissions of NO 2.<br />

9.2 NOISE<br />

The proposed <strong>Azura</strong> <strong>Edo</strong> IPP plant is located adjacent to the NIPP plant,<br />

which is currently under construction. As such, an assessment of the<br />

cumulative noise impacts is required to understand the impacts related to the<br />

operation of both of these plants in close proximity. There are no other known<br />

developments in the area which could contribute significantly to the noise<br />

levels.<br />

The EIA produced for the neighbouring NIPP plant states:<br />

“The Project operational phase Noise is not expected to be significant on the<br />

receptions in the vicinity of the site. The communities that are nearest<br />

receptions live not less than 1km from the power plant. Although the project<br />

operational noise will not affect them, the plant will be designed so that<br />

ambient noise at the perimeter fence will not exceed FMEnv standard, for<br />

power plant of 93dB(A) at 1m distance. Operational noise will not be audible<br />

at the nearest receptor. The noise impact of the communities will be<br />

insignificant. (p.148)”<br />
